The Carroll County legislature will reconvene January 4th.
OCTOBER 2022 Residential Zoning Text Re-Write Carroll County is considering the adoption of the residential text amendment that were passed by the county commission in 2021. MBIA has written a letter in support of the text amendments. The amendments change the mechanisms for determining the number mof units available on a lot for a cluster development and do away with the requirement to submit a conventional plan for reducing density. JANUARY 2022 Residential Zoning Text Re-Write The amendments to the Residential text amendment have been adopted as recommended by Planning Department Staff. MBIA worked with planning staff, the planning board and individual members of the county commission in order to Shepard the bill through as written. DECEMBER 2021 Residential Zoning Text Re-Write MBIA is in the process of setting meetings with the Carroll County Commission in order to make our recommendations available to them when they take up the measure after it is passed out of the planning commission. MBIA has met with the county Commissioners and submitted both written and spoken testimony in favor of adopting the staff recommendations on the re-write. We are confident that there are not likely to be any significant changes. OCTOBER 2021 Residential Zoning Text Re-Write The debate on the residential text re-write has been extended to September 1st. MBIA is also in the process of setting meetings with the Carroll County Commission in order to make our recommendations available to them when they take up the measure after it is passed out of the planning commission. MBIA has submitted both written and spoken testimony in favor of adopting the staff recommendations on the re-write. AUGUST 2021 Residential Zoning Text Re-Write MBIA has submitted final testimony before the planning commission on the residential zoning re-write. The measure will be taken up again by the County Commissioners where we will continue to support it. JULY 2021 Residential Zoning Text Re-Write The final opportunity for comment before the planning committee on the Residentail Zoning Text re-write will take place June 30. MBIA has submitted both a letter and in person testimony supporting the re-write. JUNE 2021 Residential Zoning Text Re-Write The planning commission will make a final decision regarding the residential zoning text re-write on June 2. MBIA has advocated directly in support of the changes and streamlines to the approval process and we expect the text to be adopted. May 2021 Residential Zoning Re-write Multiple MBIA has testified on behalf of the residential zoning re-write before the planning committee. In addition, we have met with FDCA advocates that oppose the plan directly and attempted explain the advantages of the re-write and attempt to address community concerns over regarding the potential changes. Residential Zoning Re-write MBIA is submitting a letter of support on the residential zoning re-write. The new residential zoning rules will make it easier and more acceptable to create cluster developments in the county which offer numerous advantages for developers in the areas of storm water management, recreational facilities, and road maintenance. County Meetings
Currently the main complaint in Caroll County is inefficiency. The MBIA Caroll county chapter is attempting to arrange a regular meeting with County Officials in order to facilitate communication and help resolve the bureaucratic issues that are slowing development in the County. Membership Expansion We are currently in the process of examining our membership in Carroll County and evaluating a strategy to recruit new members during the current crisis. Development Fee Increases The Board of County Commissioners adopted Resolution No. 1065 – 2020, which adjusts the fee schedule for development plan review services. The resolution is effective and applicable to all invoices issued after July 23, 2020. Development Fee Increases
The Board of County Commissioners voted during the budget planning process to raise certain development review fees to recoup the cost of salaries required to provide these services. Agencies of development review, engineering review, stormwater management, floodplain management and forest conservation, which fall under the Department of Land and Resource Management, are planned to experience increased fees. The Carroll County Comprehensive rezoning is the process whereby a jurisdiction changes the zoning map to be consistent with the Master Plan. This also involves reviewing and updating the zoning code. This ensures that the zoning map & code align with the community’s vision for the future as expressed in the adopted comprehensive plan. These can be found on the county website, go to the Directory select Planning and click on Carroll County Comprehensive Rezoning). Written comments need to be sent to the Department of Planning. Phase I (Commercial Phase) of the rewrite was voted on and passed December 12, 2019 – it will go into effect 10 days from the passage date (12/22/2019). Phase II (Residential Phase) drafts have begun, and the Planning and Zoning Department along with the Commissioners will hold work sessions open to the public begging in late January 2020. The timetable for completing of the Residential Phase is looking like Fall 2020. Public Work sessions regarding Phase II of the zoning rewrite will take place on the fourth Friday of every month in Room 003 of the County Office Building.
