Eliot D. M. Powell, President of Whitehall Development, has over thirty years of real estate development experience and is a graduate of the University of Maryland. From 1985 to 1991 Mr. Powell managed the acquisition, development and construction efforts of the Washington, D.C./Mid-Atlantic regional office of, Birtcher/Mitsui, a top twenty national real estate firm. Acting in the capacity of Regional Vice President for Birtcher/Mitsui, Mr. Powell managed the development of four business parks and oversaw the construction of one million square feet of office and high tech space. From 1991 through 2004 Mr. Powell was the Executive Vice President and co-founder of OA Partners, Inc., a development management company. Mr. Powell oversaw this company’s project management, entitlement, proffer mitigation, public approval processing, and project disposition. Mr. Powell founded Whitehall Development, LLC in late 2004. His responsibilities at Whitehall also include project management, entitlement, proffer mitigation, public approval processing, and project disposition.
Mr. Powell is also active in various other organizations, including the Urban Land Institute, the International Council of Shopping Centers (ICSC), and the Maryland-National Capital Building Industry Association. He also sits on the Board of Directors of the Prince George’s County Chamber of Commerce.
Mr. Powell is a licensed Real Estate Broker in the State of Maryland and he resides in Annapolis, Maryland.

A lifelong Maryland resident, Bob Goodier has been a builder/developer for over 30 years. His building company, Goodier Builders Inc. has built over 1,000 homes in a variety of Maryland areas, including Columbia, Baltimore County, Prince Georges County and Frederick County.
Communities currently being developed are Walnut Grove, Walnut Creek and Meriwether in Howard County and The Heritage in Calvert County.
Bob was named Builder of the Year by Builder Magazine in the first year of their annual program. The company’s designs have won numerous HBAM awards, “Best in American Living” from Professional Builder magazine and a ‘Builder’s Choice’ award from Builder magazine. His homes have been featured in Better Homes and Gardens Building Ideas and Southern Living magazines.
Bob has been an active member of HBAM for many years serving on various committees, as an HBAM Policy Partner and as a Charter Member of Certified Master Builders. His community involvement includes Hospice of Howard County, Voices for Children and he’s currently on the Board of Directors for BCC. Bob also serves on the board of EBDI, the city backed non-profit charged with determining the best urban renewal use of the “superblock” in east Baltimore in the Johns Hopkins corridor.

Ms. McAuliffe became president of Grayson Homes in August 2000 after serving as Vice President of Sales and Marketing for the company since January 1998. Over her 28 years in the home building industry she has held senior level management positions for several national builders. Ms. McAuliffe holds a Masters Degree in Business Administration from Northeastern University in Boston. She achieved her Bachelors Degree at Brandeis University in Waltham, Massachusetts where she majored in Economics. In April 2000, she received the Homebuilders Association of Maryland (HBAM) Sales and Marketing Council's Marketing Director of the Year Award. Most recently she was recognized by HBAM as Builder of the Year in 2005. In addition, in 2005 Grayson Homes earned the distinguished National Housing Quality Gold Award presented by NAHB and Professional Builder Magazine.

Theresa Rachuba Leatherbury is a Member and CFO of The Rachuba Group. She also serves as the property manager for the family run business. Prior to working with The Rachuba Group, Theresa worked as the Principal and consu7lting Actuary at Milliman, Inc. and the Consulting Actuary at Willis Corroon, Inc. She earned her Bachelor of Science in Actuarial Science and graduate Magna Cum Laude from Lebanon Valley College. She has earned the designations of Associate and Fellow of the society of Actuaries. She also has served on several local boards and committees, including the National Aquarium and Leadership Baltimore County, Class of 2006. Theresa served on the Board of Trustees for Notre Dame Preparatory School, her Alma Mater, and was the chair of the Long Range Planning committee. Theresa has many professional affiliations within the industry as well as outside of the industry. For HBAM, she has served as the Co-Chair for the Land Development Council and has been a member of the HBAM Finance Committee. Theresa is a local Towson resident.

Matt Wineman is a real estate attorney in Baltimore with Rosenberg | Martin | Greenberg, LLP, one of the pre-eminent business law firms in the Maryland region. Matt joined RMG in June 2004, and concentrates his practice on residential and commercial real estate and business transactions. His background includes years of experience as corporate counsel to K. Hovnanian Homes, a national home building company, which gives him a uniquely qualified understanding of the home building and development industry.
Matt represents national, regional and local home builders and regional and local developers in a variety of complex residential and commercial transactions. Utilizing his familiarity with the development process, he represents lenders in various acquisition and construction loans and related financing issues. In addition, Matt frequently advises home building companies, real estate developers and other real estate related businesses in general corporate and transactional matters.
Matt earned his undergraduate degree from Mount Saint Mary’s College, a Master’s Degree from Marymount University, and his Law Degree from the University of Baltimore School of Law. Matt has been a member of the Home Builders Association of Maryland for several years, serving on its Legislative Update Committee. He lives in Woodbine, Maryland with his wife and two children.

Mike Owings is the general manager, estimator and owner of Owings Brothers Contracting. Owings Brothers is currently celebrating their 25th Anniversary in business. Mike is a long standing member of HBAM, and served as the 2002- 2004 President of Remodelors Council. He holds several prestigious titles, including Certified Graduate Remodeler, Certified Master Builder and Remodeler, Certified Aging in Place and Past R-20 Club President. He has also been a CGR course instructor from 2003 through 2007. He will serve as the President of HBAM in 2009.
Mike Owings has been a long standing member of the Baltimore community, graduating from Boys Latin High School and earning a Bachelor of Science in Business Management from Towson State University. He is married and has 2 children. He enjoys golf, hiking and watching the Ravens. Mike’s commitment for 25 years has been to offer every customer an experience that is professional, educational and pleasant throughout the entire construction process. His team possesses an unwavering dedication to strong ideals and the customer’s best interest is always first. It is this philosophy that is carried through to all of his endeavors.
