The Home Builders Association of Maryland presented the coveted awards for Builder of the Year, Associate of the Year and Lifetime Achievement Awards, during the Icon Awards at Fretz Kitchens in Columbia, Maryland on November 30 from The awards are the premiere honors awarded to dedicated and respected members of the home building community.
Lifetime Achievement
On occasion, it is deemed appropriate to acknowledge someone for achievements spanning a lifetime.
BUILDER – Lifetime Achievement Award
Ellwood Sinsky
Ellwood Building Corporation
Ellwood Sinsky started out in the industry in 1959 and has continued residential building and land development to this date. He has built tract homes and custom homes in Baltimore City, Baltimore County and Anne Arundel County, has developed land in Baltimore Country, Anne Arundel County, Harford County and Carroll County. Ellwood was appointed to the Baltimore County Planning Board in December 1993 and served under three County Executives through December 2006 and was Chair of Capital Budget Committee for several years. He was Treasurer of the Comprehensive Housing Assistance and is a former member of the HBAM Board of Directors and Executive Committee.

Frank Hertsch
Morirs & Ritchie Associates
Frank Hertsch has been involved in home building since the 1960’s, when he worked as a construction laborer. While he was in high school and college, he worked on new home construction in Baltimore City, and Howard, Baltimore, and Carroll Counties.
Frank has consistently worked to advance the interests of the home-building industry, on many levels. In addition to being an active member of HBAM since 1981, Frank is a past President of the Maryland State Builders Association a member of the Maryland State Bar Association, and a Life Member of the American Water Works Association. In 2010, he was appointed to Governor O’Malley’s Maryland Sustainable Growth Commission, 2010-2015.
Frank has been the Chairman of the Land Development Committee, the Comprehensive Zoning Committee, and the Legislative Committee of the Harford County Chapter of HBAM. Frank serves as a member of the LDC Board and is the master of ceremonies at their annual awards dinner and was named the LDC consultant of the year in 1996. He was first elected to the Board of Directors of HBAM in 1993 and served as Associate Vice President in 1998, and Secretary of the Association in 1999. He is currently Chairman of the HBAM PAC.
Frank was instrumental in defeating a county-wide moratorium and tax on new development referendum by leading industry opposition in the Harford County Circuit Court and later the Maryland Court of Appeals.
In addition, Mr. Hertsch has participated in the HBAM Legislative Committee since 2000. As a member of the committee, he attended hearings and presented testimony on behalf of HBAM.
Builder of the Year
Builder members are the heart of the homebuilding industry. The Builder of the Year award is given to the individual who consistently contributes to the association. Participation in industry legislative efforts, committee involvement and dedication to the profession are the standards of this recipient.
Mike Baldwin
Baldwin Homes
Michael Baldwin is the owner and president of Baldwin Homes, Inc. Baldwin Homes builds energy efficient multi-family, single family production and custom homes throughout Anne Arundel County and the Eastern Shore of Maryland. Michael has been involved in construction all his life, and has over 20 years of experience with building quality homes.
Michael, is a member of the National Association of Home Builders, Home Builders Association of Maryland, the Maryland Residential Green Building Council, the United States Green Building Council, and is a Certified Master Builder as well as a NAHB Certified Green Professional. He has held green building seminars for hundreds of Maryland realtors, expanding their knowledgebase to better serve their clients. His well rounded background and many years of experience make him a “hands on” builder involved in the decisions concerning the design and construction of all his homes.
By focusing on green building through the National Green Building Standards (NGBS), and Leadership in Energy and Environmental Design (LEED), Baldwin Homes is able to deliver a home that is well crafted and exceeds building standards. Following through with Michael’s philosophy, Baldwin Homes has built the first NGBS “Emerald Certified” Home in Anne Arundel County, MD and amongst the first “Emerald Level” homes built and certified in the nation. This home also earned a “Gold” certification from LEED and is currently open and available to those who want to learn more about these programs and certifications.
Associate of the Year
Associate members are vitally important to the homebuilding industry, since they are the ones who supply the builders with products and services to build the homes. The Associate of the Year award is given to the individual who consistently contributes to the association by chairing committees, sponsoring events and participating on various boards.
Jim Mathias
DeMario Design Consultants
Mr. Mathias is responsible for all land surveying services at DDC. His duties include supervision of field and office operations, cost and time estimates, scheduling and quality control. With over 20 years of experience, Mr. Mathias has managed projects for both the public and private sectors. His professional experience includes horizontal and vertical control, ALTA/ACSM, boundary, topographic, as-built and construction surveys. He has significant experience in the production of documents for title certification, easements, rights-of-way, construction, environmental issues and subdivision of land. Mr. Mathias is familiar with the efficient use of field and office applications of the latest surveying technology including GPS, data collection and survey software.
In addition to his survey experience, Mr. Mathias has managed residential, commercial, industrial and capital improvement projects. Mr. Mathias provides clients with a comprehensive approach to the planning, design and management of projects. His combination of technical, analytical and engineering/planning/land surveying qualifications have demonstrated achievements throughout Central Maryland.
