City Chapter Crab Feast Huge Success - About 75 members played host to Mayor Sheila Dixon, Council President Stephanie Rawlings-Blake and a third of the city council on June 5th at Nick’s Crab House. A good time was had by all. Residential Title, MRA, Ronkin Construction, Old Towne Development were among the sponsors.
Inclusionary Zoning Regs under Review - The city chapter is participating in the Baltimore Development Workgroup (BDW) spearheaded by Jon Laria and populated with a number of HBAM members are currently reviewing the draft regulations submitted by the city’s housing department as a follow on to legislation approved soon after Mayor Dixon began her tenure as mayor. There are a number of concerns regarding the proposed regulations which attempt to push further the authority the housing department would have over the program. It is unclear how foreclosed units would be handled in the program and whether there would be an appetite for lenders to invest in projects that must encumber units to meet the three tiers of eligibility. The housing market landscape has changed considerably since initial discussions began on the inclusionary zoning program. The BDW has asked for an extension for the review process and is preparing a letter to city officials outlining areas of major concern.
Board Members Sought – The city chapter lead by President Sandy Marenburg is seeking new members for its executive board. The group meets the second Thursday of every month at noon at the Rusty Scupper on Key Hwy. Anyone interested in joining the board should contact susan@homebuilders.org.

Summer jobs are everyone’s business is the theme for Mayor Dixon’s YouthWorks campaign. Employers, community organizations, foundations, state and city agencies, and individual citizens are being asked to invest in Baltimore’s teens by supporting YouthWorks and connecting them to meaningful summer activities. Mayor Dixon is asking everyone to become involved in order to identify enough job opportunities and allocate sufficient funds so that every Baltimore City youth who wants a summer job will have that opportunity.
YouthWorks provides well-prepared, multi-skilled, and dependable high school and college students who are eager to work. While the program benefits youth by allowing them to explore careers and better understand the value of education, it also enriches businesses by giving them access to a talented and energetic labor pool of motivated workers.

Baltimore City Newly Constructed Dwelling Tax Credits |

 |
The Newly Constructed Dwelling Tax Credit in Baltimore City is set to expire on June 30, 2007. This tax credit reduces the property tax amount for the original purchaser of a newly constructed dwelling over the first five years of homeownership. Yesterday, Baltimore City Council President Rawlings Blake introduced bill #07-0655 that would extend the tax credit to June 30, 2009. The bill will be heard by the Planning Commission in August.
Anyone with interests in the home building industry is urged to be vocal in their support of the extension of this credit, either at the Planning Commission hearing or directly to a City Councilperson. It is a very important tool in making the homebuilding industry in Baltimore City competitive with the local Counties.

 |
Last year, a committee was formed to investigate the reduction of property taxes in Baltimore City. The City has posted the resulting report on recommendations on its website, www.baltimorecity.gov.
